The only time I would ever use 600 grit paper on a color sand would be for excessive orange peel. I personally start with 1000 and work downto 3000 then I buff the paint with 3M compound for dark colors. This compound has finer abrasives that leave less swirl marks. I also used a foam pad. tap...
This is a normal thing on all mopars. All of mine do the same thing. Sound deadener, like dynamat would probably do the trick, but I personally don't want to look at it. if it could be hidden inside the structure of the lid....... but how do you get it in there.
