The hardest part might be getting to the screws that hold the metal cover between the pad and the windshield if the glass is in. You'll also have to pull the gauge cluster loose or out.

75 to 79 B-body is the easy answer. But the R-body 79-81 will also work, those care are realistically still B-body with a different shell on top. 73 is when the front suspension got updated to this style but I can't say for 100% that the 73/4 parts will work.
