1962 Fury with extra pedal

I am in the early stages of restoring my fathers 62 fury convertible. I noticed it has 5 pedals. Gas, brake, clutch, unknown, and parking brake. My father and uncle don't remember that pedal. does anyone have any ideas what it was for. its a full pedal with white rubber.

My bet is it has a foot operated washer pump, non electric. It's just a squeeze diaphragm.

The wires activate the wipers...
