Cut it out and weld in new metal...

Sherman associates sells new pans for 65b bodies I replaced both front pans on my 65 satellite

Still not bad, for a convert.
I would cut out bad and weld in my own pieces, seam seal around the patches, little paint.

have you looked at the cowl mine is in bad shape lets a little water in and did in the floors nice car i also have a 65-500-4 speed
