1969 b body Gas Tank Sending Unit Leaking Problems

New gas tank and sending unit. Leaking several months ago so I took the tank out and sealed the sending unit with Indian head. Leak stopped but returned last week.
Took the tank out again and at suggested advice of another forum made a cardboard gasket (spacer) to tighten up the chinese lock ring.j Leak stopped but now the fuel gauge doesn't work. Is it possible that the cardboard gasket is preventing the unit from grounding?
 
Gasket would have nothing to do with grounding. You do have the factory style ground strap installed?
 
Make sure you have a ground strap as previously mentioned. To test, you could run a wire from a ground source and temporarily ground the sending unit to see what happens with your fuel gauge.

The factory grounding strap is in place but it was going from the fuel line to the rubber hose clamp. Is this correct?

No, it has to go from steel line on unit to steel line in car....
