1969 Plymouth speedometer

Hi

My speedometer wont climb pass 30 mph. What could it be. I have a nos cable. I tested it with a drill or hooked up to tranny and it stops at 30 mph

Should i add some grease to the connection? If so what kind of grease?

Also I just had the cluster done over

Speedometer cup is rubbing somewhere or your needle bearing is fawked....

sending cluster back for repair then
