1974 satellite seat belt and hood

My drivers side seatbelt on my 74 satellite is totally locked up and will not move. Do they sell just the retractors or do i have to buy the whole belt assembly? And I have the bubble hood with the two air vents, are there supposed to be inserts that go in the holes?
 
That's a roadrunner hood no? O and yes there are inserts that go in it.
 
Seatbelts... Used.

You can try to fix it thought, remove cover and will reach the retractors system to check what is going wrong with it.

If lap belt section, pretty easy, since is accesible.

If shoulder section, will need to remove the quarter lower panel retractor cover to reach it, but this can be tricky. Two phillips screws are hidden by the rear bench. The other screws is at sill plate molding

There are actually two inserts for the hood. One is a large piece that attaches to the hood, and the second is a smaller tear drop-shaped piece with ridges that attaches to the large piece. Here's a pic of the large inserts with the smaller ones installed.

These are fake air inlets and do not allow any air in, but you can make them functional. What I've done in the past is remove the small inserts, and then cut out the area they fit into so that area of the larger insert is open. Then I epoxied in some heavy screen mesh that I painted black into the area from behind. This looked great and allowed cool air into the engine bay... not a lot but a little. :)
 
I have a spare set of 74 seat belts/retractors, and if memory serves...the driver's side was finicky about engaging the retracting spring.

Seems like there was a manual release you could find (if you had the patience and luck) that had to be used more often than not.
