318 surges at idle, stalls in gear

I have a 318 I just rebuilt, 500 miles into it idles rough, and surges about 130-250 rpms then drops back down

Initially I thought it was a vacuum leak, so I tighened everything up, started it, and sprayed water around the mating surfaces. No change in RPM.

If I put my hand over the horn as if it was a choke, it idles fine (for the most part)

I've adjusted the idle mixtures, it dies under 1.5 turns and doesn't change when i back it out.

I've had the timing between 11-20 initial, and still won't idle.

If hold the throttle plates slightly open, it revs up, then slowly dies (without me chaingin throttle position.)

I'm about to just buy new intake/carb baseplate gasket and swap them out. I can't figure this one out.

Any help is appreciated.
 
Is this an automatic?
Sounds like a Stall (Torque) Convertor issue to me.

I swapped the baseplate gasket with a crappy one in a kit.

Once I put that in the idle evened out, but started having this nasty whine (ear peircing).


I assume it's a vacuum leak. I'm going to swap the gasket out. I'll let you knw
