318 valve adjustments

Ok, I just dug up a set of small block rockers, shafts and clamps. Looks like you may have the correct hold down clamps (I'm more familiar with big blocks) but they may not be in the right location. You should have long and short clamps. The short ones go on the ends with one short clamp in the middle and then the other two should be long ones. So, you should have short, long, short, long and short on each side.
 
How about those lifters? One isn't colapsed?

Oh thanks! Ya I was thinking today that maybe they were put back together wrong.

All the lifters are working, plenty of oil, and the shaft spacers are correct. Now I did something I should have done first. Bolts on exhaust manifold were not very tight. One is stripped. Tightened them down and ran it. The sound got much quieter. Still can hear it a little but much better. Definitely an exhaust leak. I will slap a new gasket on and that should solve it. Thanks for the help!
