I am in the process of rebuilding a 383 out of a 69 Super Bee, and I was wondering what would be the best route to go in the head department. I'm looking to get 400-450 hp out of it. No stroke, with stock crank and possibly new rods and pistons.

Are you wanting to use a factory style cast iron head, or go aluminum?
 
There's quite a few options out there that will easily get you to the 450 mark, my personal opinion is the power port 240 head by Trick Flow is the best head on the market right now. Is compatible with stock pistons, intakes, and uses factory oiling system. but can be built around to handle 650+horse power as cast if you decide you want more power in the future.

Any recommendations on cam?
 
IMO in a cast stock head the 906's will get you to 500 HP easy with pocket port & good valve job with 2.14/1.81's, 346 castings would be OK too. In aluminum, the EDE RPM's are good (no experience with the Trick Flows).
 
Personally I like the 440Source Stealths. Good value, good "fit" for a smaller cube engine like you want. Also looks stock when painted, and uses the straight plug design to work with factory manifolds. They do need a little work - replacing of the locks, retainers, and springs, and a touch up ont he valve job. But dollar for dollar a very good value. I don;t think you ned any of the larger, more performance oriented parts to get waht you want.
