4 speed clutch pedal adjustment

what is the proper setup for the clutch pedal. I have the Big spring installed under the dash on the pedal. when I push the clutch in it comes back up but not all the way. If I pull it up just a bit more the big spring pulls it up the rest of the way.

it seems to me that if it doesn't pop up the rest of the way, there is pressure keeping the throw out bearing on the PP fingers.

I do have the return spring installed down on the clutch fork as it should be.

Do I just need to adjust it a bit higher so that it pushes the pedal past that point?

any help would be appreciated.

BTW its a 67 coronet with a 440.
 
If you have a diaphragm clutch, that could be the problem. I had to install a spring on my pedal to bring it all of the way up when I had to go to a diaphragm clutch from the original Borg & Beck. Here is the adjustment procedure from a 69 Service Manual:
