64 fury wiper motor problems

I have a 64 fury. The car was recently restored and now the wipers will not work. The original wiring harness was reused. The wiper motor starts to operate and then sticks, usually with the blades vertical. The only way to get them to go back to their rest position is with some help from your hand and by turning the switch on and off several times. Does this ground through the dash and switch? The dash was repainted.

Also the heater blower motor will not work. Wanted to check for voltage at the motor but am not sure even where it is located.

Any help for these 2 problems would really be appreciated.

If I remember right the heater motor is accesable up under the glove box , just have to remove screws and squirl cage attached to motor will come out under dash. Wiper motor, start by checking all grounds and then switch then take out wiper motor and bench test. good luck!
