64 Polara 500 convertible - Missing fender tag, VIN, and core support cut??

Hello Mopar fans,

I have an opporunity to buy my first early 60's mopar. I like to think I am fairly knowledgeable with 68-72 b-bodies but the earlier stuff I have a lot t learn about. The car is a 64 Polara 500 convertible that has been in storage for about 30 years. The car has a 67 383, push button automatic, power top,power steering car. It comes with a ton of extra parts, everything I need to make the car awesome, but with one really big catch. The fender tag, VIN, and the upper bar of the core support has been cut out the length of the radiator. The owner has a title from 1990 but I am hesitant because the VIN is missing? Is there any where else I can ID the car? I have read a few things about SO numbers on the package tray on hardtops and coupe's but what about convertibles? Any advice? Should I walk or take the chance?
 
By all means don't walk, RUN and run fast! That car cannot be registered and could be stolen since all the ID info has been removed. Just because he has a title doesn't mean it is from that car since there is no way to prove it. The SO # is not a vin and won't show up on the title.
 
Where is the car located and what is the asking price.
 
Just to make sure, you're saying that the ID plate on the driver's side door jam, front of opening, ('A' pillar) has been removed? My 63 didn't have an ID number stamped on the radiator support or anywhere else. The fender tag was missing but all the State of California wanted to see was the riveted on tag on the door frame. If this tag has been removed I would ask to see the title, copy the ID number and run it through your DMV. If the owner won't give you the number, I would pass, as the others have said.
