64 polara floor pan cut with torch above trans? Can't be production, is it?

I parted a 64 Fury 4 speed car and the hole was cut with A torch. There was also a piece of foam glued to a cavity between shifter hump and floor

Just pulled engine & trans, I noticed tunnel mods that look like they were performed with cutting torch. Could this have been done in Hamtramck? Or is it post assembly mod?
