I've looked at the aftermarket parts suppliers and have not been able to find door panels for power windows and not cranks. Anyone know if they're available.

Yes they are available, Legendary should have 'em. I got some for my '66 Coronet. It may be as simple as just poking out the perforations around the window crank hole.
