68-70 charger Floor and firewall install

According to my pics, does the floor lip go in between the inner rocker front lip with the firewall sandwiching from the top?

Yes, the front edge lays over the top of the front edge of the inner rocker. Then the firewall sandwiches it all together for welding.
Also, make sure the outer cowl top sits in the proper position, before welding anything permanently!
