68 Charger horns inop…can they be rebuilt?

Have a couple of horns for my Charger that are inop. Has anyone tackled trying to rebuild them? Just looking for some guidance.
 
Just use the search function and I believe there were some posts on doing this. Quite detailing. Have you tried powering up the horn and adjusting the tone? Sometimes that brings them to life. I prefer to do it on the bench with a good battery and jumper leads.

Yes I seen where someone suggested to turn the tone bolt and I tried that on both horns. Also seen someone suggested to try contact cleaner in that same hole after removing that small bolt. Neither of those worked for me. Yes I first started with jumper leads right off the battery
 
I backed off the tone adjustment screws and put power to it, after a few hits they both started working again. All kinds of crap came out of them which I don’t understand because of how the open end is oriented, and how protected they are under the hood…
