69 HEMI 4 Speed Starter really struggling

my direct drive 69 hemi roadrunner starter has been struggling for quite a long time now.
Even with a fully charged battery the starter just wont get the job done.Very slow cranking and wont turn the motor over fast enough to start the car now.
What do you think the problem is ? what part of the starter is the culprit?
got to get this thing out and rebuilt.
 
I would do a current draw test....if there is a high current draw then you know that the starter is at fault....it could as simple as changing the bushes & a clean-up of the commutator..
 
I retarded the timing some more just to get it to turn a little. the terminal wires get hot as hell.
Starter is out, checking it out tomorrow
