problem is, every lid is gonna need the same repair
You're missing the main concern ... the INSIDE of the lower lip.

It looks solid but I guarantee the underside of the lip is thin.
'Surface rust' is usually not limited to the surface. It may need to be cut out.
With that said, I would buy that trunk finish panel if you decide to buy the whole lid, and the part is not in horrible shape at all....I wouldn't complain too much about fixing the lid. It's better than mine was!
A big part of the problem was the lack of primer used on the underside of trunk lids....the lack of primer made the coating overall much weaker than the exterior. When I stripped the original paint from my trunk lid and saw it had no primer at all (neither did the door jambs, and I expect the engine compartment doesn't either), it gave a good clue to one of the reasons why the exposed area at the lip rots out.
If I had a few dozen rusted ones and the back of a car to use as a buck, I'd start a remanufacturing business for these. For how many years have we chased AMD begging them to make the trunk lid for the one Mopar with the highest take rate of them all?
At least make the skins, and let the industry repair the structure.

I'll fix any trunk lid, 4200 
Not worth that - even for nos. Paid600 for my nos one last year. That was cheap but it makes a point.
A lot depends on wherevyou are. Theres a lot to be said for buying local.
