I used to walk away from people like that. If they don't know the products, I'm not buying it. Too many other dealers around that do have knowledgeable people working for them.

There are dozens and dozens of lots on every main road.

OH was WAY different.

"Used car lot" was almost unheard of. VERY few. Most used cars sold at dealerships.

Apparently, Tx (Houston area) is the same as Ohio. Apply for a dealer's license and you're in business. Used car lots are all over the place and most new car dealers only keep the best of the best used cars for their used lot. It surprised me to find a 76 Dodge Colt on a new dealer's used lot in late 85. It was nice with only 12k miles on it.
