I think it means the point below the rim. In the event of a flat tire, you do not want any component to "scrub" the pavement. Anything resting below the bottom of the rim/tire bead is susceptible.
Ahhhh, maybe its me? but have you guys notice that these 4 links locate off the front spring perch/hanger not that that's bad, but only the Martz locates on the inside of the frame rail. I think that's worth some free tire clearance right there, especially if you have mini-tubbed too the frame rail. Too me that's another plus for the Martz kit.
