Any idea why a spigot shutoff would be on this heater core hose on my new to me 318?

I figured I’ll find out soon enough. But just wondering if anyone has seen this before….or knows why it would be used in the first place.

Looks like the original A/C water control valve was removed. Would help to know what year and model car. 318 means nothing. Someone added it. Most likely to keep all the hot water out of the core in the hot summer months.
 
Shut off heat to the inside in the summer. (Maybe his dash control was letting some by.) Or it has a heater core leak.
 
My 73 had a plastic control valve there that cracked a long time ago.

Sorry! It’s in a 69 Satellite. It did have A/C originally but it’s not currently hooked up (as you can probably see)
 
Water control valve is removed, so no way to keep hot water out of the heater core. Makes for a miserable summer as that valve is what shuts the hot water off when the heater control is off. Therefore someone installed a manual shut off.
