Anybody know what this is?

Car is a 68 Charger. I removed the instrument cluster and surrounding trim to gain access to windshield wiper mechanism. I found this on drivers side floor this morning. it was partially wrapped in electrical tape. The tape is old and pretty much just fell off. When I removed the instrument cluster the power wire to clock was broken. I didn't see any other broken wires or missing parts. Any ideas

Oh yeah…that’s the + wire spade connector at the back of the clock/tach. You might be able to solder it back on, then put a glob of JB Weld around it for strength
