No, Galen tried the same thing, same amount of money, for a hemi Daytona Charger if I remember correctly. The story is a bit lengthy, but the happy ending is the owner of the car found another Broadcast sheet in the car, making the one that Galen tried to use for extortion completely worthless.

That piece of paper has value only to the owner of the car. The car is still valuable without it, but the paper is worthless without the car. The person trying to sell it for 10k is a leech.
