Bulkhead Disconnect Screws?

Does that look like the screw that goes in those locations (for 72 Charger)?
 
I have found most have none… and actually they are not needed. The retaining clips do its labor.
 
Bizarre - why have the tab that flips over the hole, if not to hold the clip down with a screw? But I got a closer look at them today and can see no sign of threading on the inside, and I couldn't pull one off.
 
As far I recall springs get bent tabs on sides like a saw, deep down into the springs, which hold them into the bulkhead piece.
 
BTW, that screw is the one used on kick panel, to the door opening area… and also glove box liner
