I had same thought comparing it to the radiator and engine compartment in the car without any luck. Here a is photo I took this morning showing the mystery part next to the bottom of my radiator.

The piece looks to be for a 22 inch radiator. My 1969 Coronet R/T has a 22 inch radiator and it does not have this part. After seeing your pictures, I strongly believe this is not for the 69 model year.

After digging in the 1970-1971 parts manual, the part appears to be from a 1970 Plymouth. On the pages I have someone over the years labeled them rubber or metal. I think this is the answer.
