He should've ponied up the 17K in tax on the get go. Would've saved 33gs, and wouldn't have his name flagged at the border.
Now, having said that. Would I have perhaps tried the same? Maybe, maybe not. But, if I did, and got caught, I certainly wouldn't be crying about it.
