Sure looks like it. Look at the base from the bottom and spray some cleaner into the port. You should see where it is going.

Threaded for a screw in plug or a nipple.

I realize that just most all I have seen have a pressed in nipple.

Stock carbs do because those particular numbers have specific applications. (all the same) There is not much need for them to be "universal" like the aftermarket carbs.

Yes. Certain applications like Cad, and others used it with a fitting.
