Chasing an electrical gremlin in 67 rt wiper switch circuit.....any ideas ??

I thought I had it figured out but just to be sure I sent my recently rebuilt variable speed wiper motor and switch back to Tad at Ted's Wiper motor service to be sure they were in working order. He rebuilt the switch, found the motor was good then returned both. I reinstalled making sure both motor and switch were grounded and they still won't turn on. I've checked and rechecked connections at the wiper switch and bulkhead and made sure all are good. I have 12v going into the switch (pink wire) with key in both acc and on positions. It appears the problem lies somewhere between the switch and the bulkhead connector but where? The wiring behind the dash is still in good condition and the less I mess with it the better. I'm really trying to get this car finished and back on the road and any help would be appreciated.
 
I have a 66, should be the same. I believe the top plug on the harness block is "wiper". There's only 3 wires in the plug ( I believe), did you check to see if there's electricity there?

Yes I also checked the connector and no power there either.
 
Blown fuse? Bulkhead connection?
 
Do you have a wiring diagram? And not to sound snooty, but do you know how to use a meter? These two things will be very important to finding the problem. Who put the bulkhead connector plug on, and are the wires correct?

I'd be happy to help you but you're going to have to meter the circuits to find the issue.

Thanks for your offer of help. Yes I have a colored wiring diagram, factory service manual and a reliable volt meter. The brown, red, blue and green wires in the plug are in the correct order.
 
I am getting keyed 12v to the wiper switch at the pink wire but no power to the brown wire at the bulkhead connector. The wipers did work awhile back when I was putting the dash back in the car a few years back so I have been leaning towards a grounding issue as a source of the current problem. I can't see anything out of place and have run out of places to look without having to pull the dash back out which I'm trying to avoid doing.
