timing tape came off damper, there is no groove for top dead center on it. Wanting to get TDC exact, both rockers are measuring exact clearance spec on number 1, how ever has a very radical roller and I can not get an indicator in the cyl to make sure piston is at TDC. Do not remember position of crank key that would also verify TDC ? Do not want to pull damper to see, can someone verify if crank key is at top or ? thanks
 
Do a search on Mopar dampner, or balancer, for a look at one of 'em. You'll see the timing mark is at 90 degrees from the keyway slot. Pic will show which direction from keyway.
Or, in the service manual.
 
Maybe I'm misunderstanding your issue. You said you cannot get an indicator in the cylinder. These things only cost between $10 - $15. If you can get a spark plug in, you can get one of these in.

No need to find the compression stroke to find
top dead center. Insert piston stop in number one cylinder turn crank by hand clock wise till piston comes in contact with stop and mark loction on the dampner. Turn crank counter clockwise till piston contacts stop mark location on the dampner. TDC is halfway between the two marks.

Do not make this more difficult than it needs to be.
