almost looks like a bigger bird's nest, like a Raven or a Crow (?)
or
a grey squirrels nest, but most of them are a bit smaller,
at least around here
not a mouse, they like softer stuff like seat stuffing or foam or paper
if it is it's a big *** rat
evicted the squatter I hope

For a minute there I thought this was a bathroom cabinet, then I realised that was sandpaper rolls....not toilet paper.
