ok here we go
I am building a 69 coronet, starting to mock up the dash to see what I need.
I have 2 styles of dashes sweeper style, rally style.
all the wiring that's in the car is for the sweeper style.

HELP

By the looks of it, it's a rallye dash frame, so you'll have to use the rallye cluster and change out the wiring to use it. Or find the standard cluster frame. The switches for the standard cluster mount in the dash frame, and the rallye switch mount to the cluster. The clusters also have different lower pads. Your lower pad is for the standard cluster, the rallye doesn't have the big hole in it for the switch. The standard dash frame should be easy to find, and I believe is factory correct for your Coronet. Hope this helps.
