Dash pad, what paint/dye to use?

No flex additive needed, you'll push your thumb through that old vinyl dash before you crack that thin coat of paint on it.

I am sure you are correct, a professional painter quoted me about 350.00 US to paint my dash after it was all stripped and ready for paint. The paint was about 120.00 US. I will go with that, but will use rattle cans for the plastic stuff.

I used SEM

I personally wouldn't use anything out of a rattle can although many do and have good luck. I would use epoxy primer(SPI) and single stage mixed to your color. It should have much better holdout better UV resistance.
Ya thats what i was thinking avour intially but i keep hearing people using laquer based vinyl "dyes" or paint and having great results. I think since its laquer with a flex additive it goes on really thin and the old grain shows through and the laquer kind of melts into the vinyl. Idk though

I've used the Sem white dye to match the interior on my Sea Ray with great results. Honestly , i didn't hold out much hope of it working well or lasting very long due to the fact that it was a high wear area and the color white but it held up all of last year. I don't have a problem using the rattle can stuff but getting turquoise seems to be the problem.

SEM (and probably Herbs) are great if they can match the color you need. Another option is your local PPG dealer. They can mix you a pint of interior vinyl paint to exact match or for a little more, load it in an aerosol can. Sounds like you may have paint equipment though. Doesn’t hurt to ask for a discount to. If I can catch the main guy at our O’Reillys PPG counter he usually gives me a commercial discount.

I recently used Kolor Korrect for some interior vinyl paint for my 67 because I needed a match for the mettalic red and they work closely with Legendary on color matching. It did match very well although the metallic is probably a little more evident than original. The seat back in the photo below was sprayed with it. But they are pretty expensive and a local PPG dealer is a more cost effective alternative.
