Did ALL ‘69 Chargers Come With A Blacked Out Tail Panel?

here is the factory instructions, note the exceptions

So not to derail here...my '70 XP 500 came to me with a blacked out tail panel.

I know this was the style for the '69, but it's "wrong" for my '70, correct?

I'm going to live with it - the paint would never get matched anyway. It was painted at some point, I'm guessing early 80s since it's single stage, and the color is way too blue compared to the factory F4. The PO, who bought it from the original owners estate and had the car for all of 6 months, had already painted a set of MP valve covers orange, painted the air cleaner orange, and installed a dixie air horn (all removed the first week I had the car)...so they may have painted it black as well. I'm just glad they didn't rattle-can a big "01" on the doors, too!! I'm the 3rd owner, but I kinda don't count that second guy since he didn't have it very long. Just making sure I know the right details is all.
 
Yes, incorrect for 70. You could probably wet sand the black off back down to the original green without having to repaint it to match. My guess is someone just spray bombed it with some cheap paint anyway. It will probably come right off.
