disc brakes discs newb ? sorry for my ignorance

converting my rear brakes to disk. brand new (aka never installed) disc installed tightened to hub, has enough "wobble" to move the pads 5/8" . i put a wire on the bracket and spun the disc, it is "warp" in the disc. . no way this is right? right. i would toss a disc on a motorcycle if i saw this, but just want to confirm things ain't right before bust a guy for selling me junk.

i would pull it off and mount it on a brake lathe to find out where the wobble is,just to be sure it is not a simple issue.
