I think that after market heads on a stock lower end will not change peak torque that much, but the better flowing, bigger intake port heads WILL raise the RPM where the peak torque occurs, thus producing more horsepower at a higher RPM.

and I think the point I was trying to make was that If Im buying the heads for my build, why not slap them on a running 400 or 440 and use them while Im putting together the short block?
 
Slap 'em on. It will improve the stock engine throughout the entire RPM range.
