That is a 67-72 Dart with 73-76 wheel covers.

I'm pretty sure that by 1973, the Dart line lost the vent/wing windows in the doors.

The OP stated 3:05 and at that time, the car shown is a Dart. I didn't look closely at any other cars at any other point.
