I believe the finned brake drums began in 1969.
The brakes were not part of the Hemi Suspension but rather the Hemi brakes and the name depends on the year. The Hemi suspension and Hemi brakes that were standard on the Hemi powered cars were actual (and actually called) POLICE suspension and POLICE brakes in 66-68. In 1969 the marketing department hung the name Hemi suspension and Hemi brakes for sales purposes but they are still coded as POLICE items.

My broadcast sheet for my 1966 Hemi Coronet has it coded for springs, shocks, torsion bars, sway bar and brakes as these POLICE items.
