Green and red is the horn wire, but should be in cavity 12.

HA! 'splains why everytime the dang thing touches the back of the fuse block the horn goes 'meep-meep' ;)
So i've got a female spade on that wire and not sure where it came from.

There are cavities in the top of the fuse box for the horn relay, could go there, cavity #3.

Welp, we can bring this one to a close. All back together and ZERO draw (with clock disconnected) and 13mAH draw with it back in the loop.
Plus I now have a working key buzzer and dome light. That had been on my to-do list and ended up being a byproduct of this repair. While I was at it, I plugged the holes in the firewall, and bled the line for the oil pressure gauge (aftermarket) - those air gaps were keeping me up at night.
