Yeah I do agree that it was built very late, but it was a special order so they probably just used left over parts to build it, what's interesting is that the car currently has power steering yet it isn't listed at all, i wonder if it was added later on

I've never seen power steering identified on a fender tag. Only on the Broadcast Sheet.
 
Ohhhh welp that is an unfortunate loss, looks to be factory tho so I'm inclined to think it is
I don't believe I've ever seen a '74 B body without power steering. Sales brochures might show it's standard.

July 23rd is the SCHEDULED date and, unlikely, the actual build date. Cars were built well before and after the scheduled date.
Check the driver's door for the door sticker that shows the actual assembly date.

Not all options are coded on a tag. Power steering would not be standard nor coded on the tag.

L31 was only available with the A01 light package, which would not be coded on its own. So we can document the car got A01.

It also appears your car has many of the components of the A08 Luxury Equipment package (see below). Do some more looking and see if you have the other components listed.

Ordered and Special Ordered are two different things. Sitting down and checking boxes on an order sheet, common at the time, is simply ordered.

Asking for something outside of the normal option or production protocol (a non standard paint or interior, fleet attachment brackets for things like 'cop cars' or taxis, a promo car, etc) is special ordered.

For 1974, a Special Order car built at the St. Louis plant will, most likely, have a letter at the beginning at the VON and carry a Y39 code on the tag. (see attached. 999 paint, V08 trim Waiver. J VON and Y39 code)

There is no coding on your tag that indicates Special Order. The 1***** VON would indicate a typical Ordered car.

I have the 74 sales brochures, I can post a picture tomorrow of standard and options from the brochure.

The reason I'd assumed it was special ordered was because of the options that are on it, like the sundance interior some of the options in the A08 Package without being coded for the A08 Package itself, I looked in the catalog and you couldn't order a car like mine in the Satellite Sebring trim, you'd have to go up to the Sebring Plus which is not what this is and shows no documentation of, also the fact the original owner worked for chrysler, I had thought with all the evidence and details that it was not a regular order that was allowed to go through at chrysler unless you had pull at the company and could order it how you wanted I probably am wrong on the majority of it but I am fascinated to learn this stuff regardless and increase my education on this topic

It simply appears to be a well optioned car and not special ordered or made with left over parts.

It's not the intent of the fender tag to list all options so not all option codes appear on the tag. Complete option documentation is found on items like the broadcast sheet, window sticker or other factory documents.

Sometimes we have to reverse engineer what the tag tells us. Such as L31 on the tag tells us your car got the A01light package. A lot of the items on the tag are in the A08 package. See if the rest of the components are on the car.

1) Look at the door sticker for the final assembly date.
2) Look for a broadcast sheet. The most typical locations are in the springs of the back seats or the bottom of the front seat. Try to search above the dash. You may find one taped above the glove compartment.
