I couldn’t really tell you as I never had a good that was missing them. I think they are just seam sealed and clipped into that hole. I know they are not welded or screwed. Maybe @eldubb440 can help…

This is the best picture that I have. If you can enlarge it, you should be able to see the orientation of the plates. This is on a B body, but I would imagine E body is the same. The plates just clip in place. The clips on the plates clip into the holes that you are showing in your picture.
