Header and heatshield question??

My car has the code " Y21 SPECIAL HEADERS AND TAG INSTRUCTIONS".
Does anyone know what this option is? It shows on the window sticker list of options with no cost.

Also my car is missimg the heat shields that cover the headers and feed up into the air intake. Is this a warm up feature with a valve in the column that transfers the heat to the air intake?


Why would you heat the air going into the carb?

Because in cold weather warm air from the exhaust manifold helps the engine warm up quicker. There is a servo that closes the hot air off after the engine is up to operating temp. At least, there is suppposed to be.
 
I'm thinking the Y21 "headers and tag instruction" might be a state emissions thing. Car came to Ohio new but may have been built for some other state?
 
I too feel the Y21 may be a destination code?

Found this, Don't know if it's correct.

A Y21 code was the designation of an Arvin Resonator made for Chrysler.
