History question - again - and CertiCards

Ive been looking for ways to decode the CertiCards, including using the search function here...and have really come up empty handed. The one thing I saw suggested that my cars VIN would be on the card - this is not the case with my car. My ol heap has the CertCard and build sheet, actually 2 of them that look identical. I would like to get a repo window sticker, but am having a difficult time confirming the original selling dealer; have some paperwork that lists it, but have been unable to verify its existence. So...anybody out there real adept at decoding CertiCards and/or have a list of dealer numbers?
The Certicard stamping looks like this to me -

The plate thingie riveted to the glove box door has only one entry on it and the dealer number isnt too clear. I know the car came from Alabama, allegedly from a dealer named Culiver in Wetumpka Alabama, but have been unable to find ANYTHING on that dealership save for the sheet of paper I have. Any help or ideas?

There is a VIN on there. It is the entire top line. If that VIN doesn’t match your car then it’s the wrong certicard.

The second line has interior trim code, exterior paint code, rear axle SA or SG, transmission code, and scheduled build date.

The certicard, broadcast sheet, or fender tag doesn’t tell you the selling dealer.

The dealer code in the glove box is who did the work, which may not be where it was sold.

Did you do a web search for that dealership and city?

Well Mr R413, if thats true, then it must be the wrong CertiCard. Interesting tho that the name on it is the name of the original owner - that much I can verify. He kept the car until his passing in 2019.
The VIN on the car matches all the VIN numbers on all the paperwork and on the build sheet. The fender tag appears to be original and as far as I can decode, matches the car perfectly. The number on the fender tag top right matches the number on the core support, but is not the VIN.
Certainly not saying that youre mistaken - I dont know which is why I asked here - but the old car aint nuthin special to where anyone would be faking it; just a 318 auto Belvedere II. I guess that theoretically the fellow could have bought 2 different 67 Plymouths and the CertiCards got put back in the wrong car, but certainly cannot verify at this point.
And yes, I have done web searches for the dealership, done searches for the town, talked to the library there looking for a City Directory or phone book and have a message in for the County Historical Society there in town. I bought a nice 67 Alabama license tag for it from a very nice gentleman who lives 50 or 60 miles from Wetumpka; bless his heart, he got curious , and being a car guy himself and knowing a couple of people in the area, went to Wetumpka one day and nosed around. Said he couldnt find anybody that remembered the store. He even went to the local newspaper and asked to see archives, but they only had them back to 75. What a guy! [Mr Wade, Alabama Car & Truck tags in case you ever need any kind of Alabama plate]
So Im sorta stumped. And now depressed...
 
Maybe they put his name on the wrong certicard the the dealership. Dealerships often had multiple cars that were the same identical copy of each other.

The number on the fender tag and the core support is the shipping order number. It is also on the broadcast sheet top row second from left. Sequence number is far left top.
 
SO# will not match the VIN#
