I'm working on my 70' RR with a close to stock 383. It has a 750 Holley street avenger on it, with vacuum secondaries. I'll be the first to say, I'm not real familiar with these carbs.
The carb had been sitting, so I put a full rebuild kit in it. I got everything bolted back on the motor without any issues. The carb is getting fuel to the bowls, but will not pump any fuel through the jets. Some cases I can pour a little fuel in the carb and it stay running as long as I'm on the throttle while feathering it.
What should I look for that may be causing this issue? Is it something as simple as an adjustment?

you may have put the accelerator pump spring on the wrong side of the diaphram, or forgot the check ball.

What do you mean it will not pump any fuel through the jets? This doesn't make sense. Also, it must be a 770 street avenger?

Baseline it with the idle mixture screws 1.5 turns out each. Will it stay running with your foot on the gas? On the choke?

did you match all the gaskets with the ones you removed

Are the idle screws out about 1.5 to 2 turns? ( one on each side on the metering block)

Yes, I mean 770cfm which I hope isn't too much carb. When pumping the throttle with the engine off, it will not squirt any fuel into the intake. It will stay running with the accelerator at half, with the choke open only.

Yes sir, I made sure of it.

I will have to check this.

You're talking about the accelerator pump squirter, not the "jets". If the bowl gasket is correct, and the accelerator pump feed hole on the gasket is lined up, & the pump diaphram is assembled correctly (spring on the correct side), two things come to mind. The check ball in the bowl/pump housing is stuck allowing the fuel to go back into the bowl, or the needle check under the squirter is stuck. Try loosening the squirter screw a little and work the throttle to loosen the needle, or remove the squirter and shoot some carb cleaner into the space around the check needle. Good luck.

Assuming you did everything correctly check the accelerator pump arm. Make sure when you move the throttle it engaging the pump instantly (remove all play).

My experience with the Avengers are they are really lean so be prepared to jet it up. Good luck.

As noted above you have an accelerator pump issue. Did you change the diaphragm for it (usually included in the rebuild kits) and did you reassemble the mechanism correctly? Can you post a pic of the front of the carb with no air cleaner on it?

I'll try and get a picture of what I'm working on.

Thanks for the help guys. I'm not ignoring your suggestions, but I haven't been able to get back under the hood of the RR yet.

Metering blocks were mixed up. Thanks everyone for your help. I guess I need to slow down and pay attention.
