Horn Relay Testing

I'm assuming the metal stub is for turn signal cancel? Is the assembly pressed in or glued in you think?
 
Yes! So why didn’t the test light work? So I guess this contact ring is my problem after all. It might not be touching?

As an old test light user I can tell you as I have been bit a few times as well. The relay has internal resistance so when you lay on the horn the current is limited. The resistance is large enough that with the test light bulb in series with it there is not enough current to light the bulb enough you can see it. The test light is telling you 2 things. Continuity and low resistance in the circuit.
 
Yes, primary function is the turn signal cancel. Also holds the slip ring in place, spring tension around wheel hub. Can be carefully pried off. Insulating washer and compound separates the ring from the cancel spring and hub. I would find out why the contact is not contacting the slip before removing the slip ring. If you take it apart, be sure the cancel spring/peg is clocked correctly going back together.

Test lights? gave those up years ago.

I have a multimeter but test lights are still useful for quick triage. But I won't forget this one since it left me completely confuzzled
 
So I put some paste on the ring and reinstalled the wheel. There is zero contact with the horn contact unfortunately. Given the car is in nearly perfect condition I’m guessing the previous owner took off a good wheel and gave me this. Is it event the right wheel for the shaft? EDIT: 2996716 Black Pebble Grain 1970 so its a B Body wheel at least.

This is as far as the wheel goes without trying an impact gun which I’m hesitant to do

These appear interchangeable - not sure why my horn ring isn't reaching the horn contact? Any ideas?
