Have you installed a good 12 Volt battery? Checked to see if the horn relay is there? It does have horns installed? What happens if anything when you push the horn button?

Also, you can get third party wiring diagrams there which are sometimes easier to follow, but not always compete as to options.
HOW it works. The horns are supplied power off the load terminal of the relay. Battery power is fed to another terminal of the relay.
The third terminal of the relay is the button terminal and is grounded to operate
Here is the relay diagram, the relay is somewhere under the hood
Dark green is power to the horns
Violet is battery "hot" coming to the relay
Black is the horn button wire. You can jumper that right there at the relay with a probe and clip lead, and the horns should operate, if not the relay should click
That black wire goes through the bulkhead connector, into the car, through the column connector for the turn signal switch (still black) and up to the horn switch. You can also ground it with a probe at the column switch connector, and see if it works. If so, "its in" the horn button
