Lynch road must have been a crazy place back in the day. Lots of people say that the broadcast sheets were rarely put in lynch road cars, but i found mine in two minutes, the first place i looked. Dadsbees block stamping looks like a three year old did it, and only has 9Axxxxxx, mine is beautifully stamped, also only 9Axxxxxx, yet 4mulas has the full vin on the block and trans, all from the same plant. Im guessing different shifts, different work.
broadcast sheets in cars from the LR plant are not uncommon. Few sheets are found in cars for the LA plant.
full VINs can be found from most plants until sometime in January 1969.
RE C body 383 HP pic from earlier......we need more info. 383 HP was NA in a C body.....yet, if that VIN goes with that pad stamp, more follow up is needed.
Hitting you hard ? Lol !I have no idea, just found out about this today myself... I'm happy but disappointed at the same time... This code is on the engine in my 71 Satellite Sebring, which itself came with a 383. I've always thought that it had the original engine still in it, seeing as how this was a base type car factory big block equipped; it was pretty special to me... Hitting me hard that it is a swapped in engine...
Can you identify this block D4 long space 0 then 10 space 282 and sideway AThe existence and location of that number pad indicates a raised block (413,426wedge,440, an rb), therefore it can't be the original in your 383 car. Low blocks have a different pad In a different location. The "E" for 69, assembled in 68, because a middle of November assembly in 69 would be for a 70 model car. A 69 rb would be a 440.
Just above the oilpan rail on the passenger side should be a number with year, assembly plant, and partial vin code of the original car.

Probably D4 0 is D440 and you just can't see the 2nd "4". D would be model-year 1968 440 cu in
Date is probably Oct 28th (10 28) - the last "2" would mean built 2nd shift
"A" is a 0.020" oversize bore
