I need help with steering column

I need help with my steering column bolts. The two bolts are the ones that hold the steering wheel adapter to the steering shaft. The two bolt heads are wide. I do not know how to hold them while I put the nuts on to hold the adapter. I had to take out my steering shaft bearing to replace it. And now I do not know how to hold the bolts in place. Please help

got a workshop manual? i remember i had same problem bu tthen i worked out i was doing it wrong and it actually went together very easy, but i am sorry for the life of me i cannot remember how i did it.
the manual will help
 
Are you talking about the 1/4-28 bolts with the top lock nuts? The nuts are 7/16" hex and to hold the bolts up you need to engage the square head into the slots in the column tube. They act like T studs on a mill and once they are in place the bolt head won't spin.
