not for a 68-70 b body for sure.

It looks like a trunk deck lid latch bracket to me. Either attached to the car body or the deck lid itself. I'll go out on a limb and guess it is for a late '70 B body and possibly for a car with optional remote trunk release.

I don't actually know for sure. My best guess.
