Identify the tool part 2

OK, first one went pretty quick. This one is weird, and like the first, it was given to me and I have no idea what it is. This thing is spring loaded to close, I'm holding it open in the pic. There's a closed loop to the left, like a triangle, flopped over and a hook to the right. The hook spins as it is pulled out against spring tension, but there is no ratcheting mechanism. The hook spins back the other way as it goes in.

I was thinking it might be something like that, like aircraft safety wire. But it's kinda big, and it is a pull, not a push, like a drill. I googled a bit, for the first one and the second.

They so many different types for different apps. , they also made different types for tying wire to safety wire stuff esp.inaviation we used those to safety wire our helicopters

Post #1 that tool is made in the style of a woodworking tool with that red stained handle.

I have a rebar wire twister and it looks like a speed wrench with a hook on the end!
I have one of those things,asked the wife what I could use it for and she told me to get out. She's smarter than I thought!

It is for twisting the wire loops that fasten the wire mesh the poles on a wire mesh fence.

Nope. But you win, that second pic in post 15 looks just like it. The spring tension is significant. In my pic I'm pulling out with a good bit of tension, so makes sense for running wire fence and barb wire.
